Setting a security question and answer - Recent upgrades require that both returning and new users complete a one-time Security Question Setup process after logging on to the system. Completing this process will allow users to reset their password online.

Instructions on how to reset a password online - NOTE: The reporting tool will lock you out automatically after three failed attempts to enter your password. If you forget your password or the system locks you out, you can reset your password using your security question.

The following activity is required to be reported on a monthly basis. All reporting MUST be completed online in the SECO Stimulus Recipient Reporting Tool. Paper reports will no longer be accepted and Sub-recipients that do not report online by midnight on the last day of the month will be out of compliance with their grant award.

Requirements

The Texas Comptroller of Public Accounts requires monthly reporting of all American Recovery and Reinvestment Act (ARRA) funds awarded through SECO stimulus programs. The reporting includes activity occurring beginning at contract execution and kick-off through contract closeout with the Comptroller's office. The reporting includes all SECO stimulus project related activity.

This reporting is required by the American Recovery and Reinvestment Act of 2009, Subtitle A: Transparency and Oversight Requirements, Section 1512. See the full text of the Act.

Application Security

The SECO Stimulus Recipient Reporting Tool captures the required ARRA and Department of Energy (DOE) reporting elements. Sub-recipients must report for each unique contract as necessary to record all SECO stimulus project related activity.

Security to this application is available to designated users who have requested security rights post contract execution. Two users per contract may be registered. If you do not have access to this system, contact your entity's assigned contracts manager at (512) 463-7392, toll-free (800) 531-5441, ext. 37392, or by e-mail: secostimulus@cpa.state.tx.us
