Renewable Energy Incentives

Although the state does not have a program at this time that provides funding of renewable energy equipment on an individual basis, there are tax exemptions available in certain instances. For example businesses that either use or manufacture or install solar or wind energy can receive franchise tax deductions and/or exemptions. There also exists a property tax exemption involving solar, wind, biomass, and anaerobic digestion for business installation or construction of such systems.

Texas residents can also check with their local utility providers, as some have energy efficiency programs that offer low cost loans/rebates and advice on renewable energy technologies.

The Database of State Incentives for Renewable Energy (DSIRE) gives information on state and federal efficiency incentives by state, technology type, and incentive type with links to program web sites, legislation, tax credits and deductions, rebates, grants, low-interest loans, property and sales tax exemptions, and bond programs.

Energy Efficiency Assistance for Customers of Investor-Owned Utilities
Texas law requires investor-owned utilities (IOUs) to give their customers the opportunity to implement energy efficiency measures in their homes and/or business for lower utility bills. This is achieved by providing incentives to energy service companies and other providers of energy efficiency services to offset a portion of the up-front cost associated with energy efficiency measures. The web site provides links to these Texas IOUs: AEP, CenterPoint, Entergy, TXU, TNM, Xcel, El Paso.

Enter your ZIP CODE to find a electric provider in your area. A Public Utility Commission of Texas web site where customers can choose the retail electric provider that meets their own requirements. Some electric providers offer lower rates, wind or solar power, or the promise of better customer service. At this site customers can shop and compare. Austin Energy
Austin Energy is an Austin community-owned electric utility and a department of the City of Austin with a comprehensive energy efficiency program. Austin Energy provides energy conservation information for both homes and businesses, equipment purchasing guidelines, conservation ideas. Austin Energy also offers rebates and low-interest loans to help residential and business customers make energy efficiency improvements.

Austin Energy Rebates and Loans
Austin Energy and the City of Austin Water Conservation Division offer rebates and loans to make incorporating energy and resource efficiency easy and cost-effective.

Austin Energy's GreenChoice Program uses renewable alternatives such as wind power to provide efficient, low-cost electricity. The standard fuel charge for Austin Energy customers increased in January 2006 to 3.63 cents per kilowatt-hour (kWh). The current batch of green power carries a comparable "GreenChoice Charge" of 3.50 cents per kWh. This amounts to a $1.30 per month savings ($16 per year) for an average residential customer using 1,000 kWh per month, versus non-subscribers. GreenChoice subscriber's green power fuel charge remains fixed for up to 10 years.

Energy Star
Energy Star offers businesses and consumers energy efficient solutions - helping to save money while protecting the environment for future generations. Energy Star is a voluntary labeling program of the U. S. Environmental Protection Agency and the US Department of Energy that identifies energy efficient products. Qualified products exceed minimum federal standards for energy consumption by a certain amount, or where no federal standards exist, have certain energy saving features. Such products may display the Energy Star label. Energy Star programs and products help save the environment and save consumers money by using less energy through advanced design or construction.

USDA Rural Development, Section 9006
This is the U. S. Department of Agriculture (USDA) web site for the Section 9006: Renewable Energy & Energy Efficiency Program with information on grant and guaranteed loans for agricultural producers and rural small business to assist with purchasing renewable energy systems and making energy efficiency improvements. The information includes details on project and applicant eligibility, application procedures, required forms and other useful information to assist in the application process.

USDA Rural Business Cooperative Service
This USDA web site provides information to assist farm, ranch and small business in the area of renewable energy and efficiency. This program promotes economic development by supporting loans to businesses through banks and community-managed lending pools and offers technical assistance and information to help agricultural and other cooperatives get started and improve the effectiveness of their member services.
