State Facilities Utility Management

State Facilities Utility Management provides guidance and assistance to state agencies and institutions of higher education that request assistance in complying with TAC 34, Part 1, Chapter 19, Subchapter B, State Facility Energy and Water Management. This initiative was developed by the Comptroller/State Energy Conservation Office Energy Efficiency Task Force with instructions from the Comptroller that a cost effective initiative be designed to reduce energy and water use in State government.
The goal of this initiative is to help agencies and institutions of higher education get more value from utility funds that they are already spending, rather than look for infusions of new dollars. The objective is to promote and evaluate agency-wide efforts to minimize energy and water use while maximizing the dollars they spend. State Facilities Utility Management provides support through workshops, individual agency assistance when requested, a web based reporting mechanism and web based guidance documents.

Resource Efficiency Plan Completion Certification
Rule 19.14 requires that State agencies and institutions of higher education re-certify the implementation of their Resource Efficiency Plan (REP) every two years (even numbered years). The last due date was October 31, 2006. This document is to be submitted to SECO by the head of an agency or institution of higher education, or that person's designee.

Semi-Annual Energy Report/REP Update Form
Resource Efficiency Plan Status Report
Rule 19.18 requires all state agencies and institutions of higher education provide SECO a semiannual status report (October 31 and April 30) in a form that SECO provides. SECO is attempting to minimize the duplication of state agency and institution of higher education workload by accepting a copy of the quarterly RP 49 submittals (April 1, July 1, October 1, and January 1) already being sent to the Governor's office in lieu of completing the semiannual status report.
SECO is offering an on-line reporting form. To obtain a User ID and password, please contact Glenn Jennings at (512) 463-1770, or email him at glenn.jennings@cpa.state.tx.us. Passwords will only be issued to the Agency Resource Efficiency Plan contact as submitted to SECO. Only those with passwords will be notified of report due dates.
Agencies responsible for reporting utility use must fill out Section 3 of the report.
